  This is possibly a French made lamp. Many ink stamps appear on the base including: "16-110" "VI,11," "852" and also a symbol comprising of the letter "G" with the initials "V.V." in the center of the "G". Lastly, there's a small star shaped symbol stamped into the brass base. Base is plaster or porcelain insulated.
